The frustration emerged during discussions prompted by rice industry leader Meryl Kennedy, owner of Kennedy Rice Mills and 4 Sisters Rice. Kennedy’s testimony about how current systems disadvantage American producers resonated with Trump’s broader trade grievances.

Trump questioned why the existing system permits alleged dumping by India, Thailand, and China. The president’s questions revealed deep frustration with trade frameworks that he believes inadequately protect American interests.

Treasury Secretary Scott Bessent attempted to explain that current systems reflect decades of negotiated agreements. Trump rejected this historical context, insisting that problematic systems must be changed regardless of their origins.

The president’s frustration extends beyond rice to encompass broader trade relationships including with Canada. Trump’s expressions of exasperation reflect his fundamental dissatisfaction with international economic frameworks.
