Zelenskyy: Ukraine Lacked Early Warning Ahead of Russian Missile Attack on Kyiv

Ukrainian President Volodymyr Zelenskyy announced on Tuesday that Ukraine did not receive any early warning from its international allies prior to a Russian ballistic missile attack on Kyiv. This attack, which occurred on Monday, targeted civilian infrastructure and involved five missiles hitting civilian areas, according to Zelenskyy.

Zelenskyy emphasized the severity of the strikes and highlighted the critical importance of timely intelligence sharing to protect civilian lives. He noted that early warnings about missile launches are vital for allowing civilians and emergency services to prepare for impending attacks.

Meanwhile, Ukraine’s Foreign Minister Andrii Sybiha reassured that intelligence cooperation with international partners continues. He suggested that the lack of prior warning might be attributed to the specific type of Russian weapon used in the attack.

This incident arises amidst uncertainties regarding U.S. intelligence support for Ukraine. Reports have surfaced that American officials cautioned Ukrainian counterparts about the possibility of the Trump administration suspending intelligence sharing. Nonetheless, Ukrainian officials have underscored the necessity of such cooperation, especially for detecting ballistic missile launches and monitoring long-range bomber activities.

Simultaneously, tensions have escalated over attacks on energy infrastructure. U.S. President Donald Trump has urged Ukraine to cease striking Russian oil refineries and announced an agreement with Russian President Vladimir Putin concerning diesel supplies. Trump also claimed that Russia and Ukraine had agreed to an energy ceasefire, although Zelenskyy stated that Ukraine had not received confirmation of this arrangement.

Zelenskyy accused Russia of continuing attacks on Ukrainian energy facilities despite this reported ceasefire. He mentioned that Ukraine had temporarily halted strikes on Russian energy infrastructure following the U.S. announcement but insisted that any cessation of attacks must be mutual and backed by credible assurances.

Russian strikes continue to inflict civilian casualties and damage across Ukraine. In a separate incident in Kharkiv, Zelenskyy reported four deaths and 41 injuries after a residential building was destroyed. In response to the intensifying Russian attacks on cities and energy infrastructure ahead of winter, Ukraine has appealed to its international partners for additional air-defense support, including Patriot missile systems.
